xampp phpmyadmin 链接问题

之前使用xampp一直没问题，今天好像重启了下电脑更新之后就链接不上phpmyadmin了
phpadmin的错误代码 ‘#2002 - Connection refused — The server is not responding (or the local server's socket is not correctly configured).’

我查看了下error_log:
