直播流推流+分流问题

现在比如有很多直播流 直播流有两种格式m3u8\flv 比如：

https://live-rtmp.XXXX.com/live/sd2.flv
https://live-rtmp.XXXX.com/live/sd3.flv

用PHP或者其他什么技术 把这些直播流分别推流到腾讯云和阿里云直播 进行分流

请教有没有什么完整的教程实现！
还有会遇到 直播流会中断 ，推流的过程中，能自动处理中断后重新推流吗？
