使用所有的依赖包管理工具安装依赖都提示因为网络问题而失败

使用npm，yarn，pnpm等前端包依赖管理工具安装依赖包例如axios等项目时，全部提示因为网络问题失败，报错如下

在更改镜像和用管理员身份运行cmd都不能解决问题，同时使用php的包依赖管理工具composer安装依赖时正常没问题
